Subscribed mods on steam not downloading

On top of everything else although the game just went on Steam and has all the aspects of an almost finished commercial product, the developer makes huge changes to the economy on the fly.

1 Dec 2015 Launcher automatically downloads updates for all subscribed mods mods (=not present on Steam Workshop) to the Launcher list of mods,  The central hub for downloading mods is the Steam or your Steam Client, navigate to the workshop and subscribe to mod.
